if you sign up to paypal and you own a genuine debit card and everything but it says you have to be 18 so you lie about your age can you get in trouble.

When you sign up to any contract the number one requirement is that you be truthful about every single aspect of the contract as it relates to you. So to lie about your age when the age (18) is a legal requirement under contract law, will render any deal with Paypal as unlawful and all deals as not binding. This is fraudulent because you are attempting to get something via a contract which can affect the other party's to the contract knowing that you should not have entered into the contract.

Technically, yes, that's illegal. In practice, you probably won't get in trouble.
