Moneybookers cant upload money?

it keeps saying this:

We are currently working on allowing uploads into your wallet. Nevertheless, you can still make payments to merchants and websites by using credit card, Mazooma or bank wire. When you reach the checkout simply select the option to "Pay via Skrill (Moneybookers)", login to your account and complete your payment.

whens this gonna be fixed? and what they say to do doesn't work on the site im using and it only accepting mbookers.
